International Civic and Citizenship Education Study 2009
The IEA International Civic and Citizenship Education Study (ICCS) 2009 investigates the ways in which young people are prepared to undertake their roles as citizens in the 21st century in a range of countries.
ICCS 2009 builds on two studies in this area conducted by IEA in 1971 in 9 countries and 18 years later in 1999 in 28 countries. It reports on student achievement in a test of knowledge, conceptual understanding, and competencies in civic and citizenship education. It also provides evidence on student dispositions and attitudes relating to civics and citizenship.
Teacher and school questionnaires gathered information about the context in which students learn about civics and citizenship, including teaching and classroom management practices, and school governance and climate. A national context survey collected information about the provision of civic and citizenship education in each participating country.
Three regional modules for countries in Asia, Europe, and Latin America address issues of civic and citizenship education of special interest in these parts of the world.
Target population
ICCS 2009 assessed students enrolled in the eighth grade (provided that the mean age at the time of testing was at least 13.5 years). In order to enable a link to CIVED, participating countries which tested a different grade in 1999 assessed the same grade in addition to the internationally defined target grade.

Austria, Belgium (Flemish), Bulgaria, Chile, Chinese Taipei, Colombia, Cyprus, Czech Republic, Denmark, Dominican Republic, England, Estonia, Finland, Greece, Guatemala, Hong Kong SAR, Indonesia, Ireland, Italy, Korea, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Mexico, Netherlands, New Zealand, Norway, Paraguay, Poland, Russian Federation, Slovak Republic, Slovenia, Spain, Sweden, Switzerland, and Thailand.
Schedule
ICCS 2009 was initiated in October 2006. The field trial took place in October 2007–January 2008, followed by the main survey in October–December 2008 (southern hemisphere countries) and February–May 2009 (northern hemisphere countries).
An initial findings report was published in June 2010. The extended international report and European report were released in November 2010, and the Latin American report was published in April 2011. The international database together with the user guide were released in June 2011, followed by the technical report in November 2011 and the Asian report in September 2012. The encyclopedia was published in March 2013.
Press release
The ICCS 2009 international and European reports were released to the public in an international press conference on 22 November 2010 at the European Commission in Brussels, Belgium. A press materials package contains the news release, overviews of the study results, and participant contact information.

Management
ICCS 2009 is directed by a consortium of three partner organizations: The Australian Council for Educational Research (ACER), the National Foundation for Educational Research (NFER) in the United Kingdom, and the Laboratorio di Pedagogia Sperimentale (LPS) at the Roma Tre University in Italy. The international study center is located at ACER with Dr John Ainley as project coordinator and Dr Wolfram Schulz as research director. Mr David Kerr (NFER) and Dr Bruno Losito (LPS) are the associate research directors of the study.
As in other IEA projects, international coordinators work in close cooperation with the IEA Secretariat, the IEA Data Processing and Research Center, and the study's national research coordinators.
Funding
IEA and participating countries are funders of ICCS 2009. Funding was also provided through a subsidy from the UNESCO Education Sector, Division for the Promotion of Quality Education, Section of Education for Peace and Human Rights. European countries received financial support from the European Commission's Directorate-General for Education and Culture, and Latin American countries from the Inter-American Development Bank through SREDECC (Regional System for the Evaluation and Development of Citizenship Competencies).
The international participation fee was USD 30,000 per year, for each of the four years of the project (2007–2010).
