International Civic and Citizenship Education Study
ICCS 2009
The purpose of the International Civic and Citizenship Education Study (ICCS) is to investigate the ways in which young people are prepared to undertake their roles as citizens in a range of countries. The study builds on the previous IEA study of civic education (CIVED) undertaken in 1999. It will report on student achievement on a test of conceptual understandings and competencies in civic and citizenship education. It will also collect and analyze data about student dispositions and attitudes relating to civic and citizenship education. Teacher and school questionnaires will gather information about teaching and class management practices, school governance and climate, and others.
The National Context Survey at the beginning of the study will collect information about civic and citizenship education and its contexts (aspects related to political, cultural and educational contexts) in each participating country.
There will be three regional modules: Asian, European and Latin American modules.
Target Population
The population to be surveyed will include all students enrolled in the grade that represents eight years of schooling, counting from the first year of ISCED Level 1, provided the mean age at the time of testing is at least 13.5 years. For most countries the target grade would be the eighth grade, or its national equivalent. In order to enable a link to CIVED participating countries which tested a different grade in 1999, they will be encouraged to assess the same grade in addition to the internationally defined target grade.

Schedule
The ICCS was initiated in October 2006. The Field Trial took place in October to December 2007 and Main Survey will take place October - December 2008 (Southern Hemisphere) and March - April 2009 (Northern Hemisphere). International report (including regional reports) will be released in 2010.
Management
The international coordination is directed by a consortium consisting of three partner organizations: The Australian Council for Educational Research (ACER), The National Foundation for Educational Research (NFER) in England, and the Laboratorio di Pedagogia Sperimentale (LPS) at the Roma Tre University (Italy).
The International Study Center is located at ACER with Dr John Ainley as Project Coordinator and Dr Wolfram Schulz as the Research Director. Dr David Kerr (NFER) and Dr Bruno Losito (LPS) are the Associate Research Directors for ICCS.
As in other IEA projects, international coordinators cooperate closely with the IEA Headquarters (The Secretariat in Amsterdam and DPC in Hamburg).
Funding
Participating countries and IEA are funders of current ICCS. IEA received for ICCS subsidy from the UNESCO Education Sector, Division for the Promotion of Quality Education, Section of Education for Peace and Human Rights. International participation fee is USD 30,000 per year for the four-year duration of the study, or USD 120,000 in total.
Countries participating in the regional modules receive financial support from the European Commission (European Module) and the Inter-American Development Bank (Latin American Module).
