Technical Executive Group

As the Executive Director of IEA, Dr. Dirk Hastedt oversees operations, studies, and services, and drives the overall strategic vision. He develops and maintains relationships with member countries, researchers, policy makers, and other key players. Dr. Hastedt also serves as co-editor in chief of the IERI journal.

Henry Braun is the Boisi Professor of Education and Public Policy, and director of the Center for the Study of Testing, Evaluation, and Educational Policy, at the Lynch School of Education Boston College. Professor Braun specializes in testing and education policy; large-scale assessment surveys and achievement gaps; value-added modeling; standard setting, and higher education outcomes.

Julian Fraillon is a Senior Project Advisor to IEA. His work focuses on the conceptualization, planning and implementation of national and international large scale assessment projects. His primary research interests are assessment design, digital literacy education and civic and citizenship education.

Dr. Irwin Kirsch retired from ETS in January 2024 where he was the Ralph Tyler Chair in Large Scale Assessment and Director of the Center for Research on Human Capital and Education. He is a member of the National Academy of Education, received the National Coalition for Literacy National Leadership Award, an ETS Research Scientist Award and was named an ETS Distinguished Presidential Appointee.

Dr. Michael “Mick” Martin was the Executive Director of the TIMSS & PIRLS International Study Center and Research Professor at Boston College until 2021. He has been a member of IEA’s Technical Executive Group since its inception. Before joining Boston College in 1994, he was a Research Fellow at the Educational Research Centre at St. Patrick’s College, Dublin, directed Ireland’s national surveys of student achievement, and served as Ireland’s national project representative for international student surveys.

Dr. Sabine Meinck is the Co-Head of the Research and Analysis Unit (RandA) and the Head of the Sampling Unit. She oversees IEA research activities, supervises sampling-related tasks, and supports the development of survey designs. Additionally, she is responsible for the analysis of large-scale assessment data and conducts workshops related to these.

Irini Moustaki is a professor of Social Statistics at the London School of Economics and Political Science. Her research interests are in the areas of latent variable models including treatment of missing data, detection of outliers, goodness-of-fit and estimation methods.

Heiko Sibberns is a Senior Research Advisor at the IEA Hamburg. He has extensive experience in the field of international comparative studies in education, in particular, data processing and analyses. Mr. Sibberns is a member of the IEA Technical Executive Group.

Matthias von Davier is the J. Donald Monan, S.J., Professor in Education at the Lynch School of Education and Human Development at Boston College (BC), and also serves as an executive director at the TIMSS & PIRLS International Study Center. Prior to joining the faculty at BC, he held the Distinguished Research Scientist position at the National Board of Medical Examiners (NBME), in Philadelphia, PA.
