Proposals should primarily draw on ICILS datasets but may include additional data sources where relevant. ICILS collects extensive information on students’ computer and information literacy (CIL) skills, alongside rich contextual data from students, teachers, principals, and ICT coordinators. These datasets offer unique opportunities for cross-sectional and trend analyses. Proposals may also explore computational thinking (CT)—introduced in ICILS 2018—as part of a broader conceptualization of digital literacy education.
Competitive proposals will clearly:
- Articulate a theoretical framework that situates digital literacy development within the broader digital environment.
- Engage critically with the ICILS assessment framework.
- Describe how both within-school and outside-school contexts of ICT access and use are accounted for.
- Define clear, policy-relevant research questions and hypotheses.
- Propose robust analytical methods and discuss the relevance and implications of the anticipated findings.
Potential themes include school ICT infrastructure, informal digital practices, equity gaps, educational policy, and the influence of emerging technologies like AI.
Authors of the selected proposal will receive funding of up to €40,000 to support the development of the volume.
The deadline for proposals is 13:00 Central European Summer Time, Friday, 01 August 2025.
