Enrollment is open for ICILS 2028: The only international large-scale assessment focusing on digital literacy education. The use of ICT is integrated into all aspects of daily life and education systems recognize the value of digital literacy competences as part of a commitment to prepare young people for study, work, and life in a digital world.
ICILS 2028 participants will gain data that examines the use of digital technologies in schools and how they are used to develop students’ core digital competencies and provide insights into how digital literacy education is planned, resourced, and implemented and how these factors relate to student learning.
Contributing toward real-world goals
ICILS provides reliable, comparative, and actionable data toward education goals, informing the progress toward UN Sustainable Development Goal 4—indicator 4.4.1—and the European Commission’s Digital Education Action Plan to reduce the proportion of eighth-grade students with Computer Information Literacy below Level 2 (students who require support and can use computers under explicit instruction) to less than 15% by 2030.
Evolving scope
Addressing developments in technologies is possible, with each new cycle of ICILS including new themes or areas of increased focus. Generative AI will be a strong focus of ICILS 2028, including the use of AI tools, implementation of AI in policy, resourcing, planning, and teaching and learning about AI in schools.
