ICILS is the only international large-scale assessment that focuses solely on digital literacy education, providing measures that can be used to monitor changes in students’ digital literacy achievement over time.
Following the launch of the ICILS 2023 International Report hosted by Aarhus University in Copenhagen on Tuesday, 12 November 2024, IEA is pleased to deliver new publications that delve into key data for researchers, teachers, and policymakers.
International Report
The ICILS 2023 International Report presents results from 35 participating education systems internationally focusing on student Computer and Information Literacy (CIL) and Computational Thinking (CT). For the third cycle of this study, ICILS 2023 collected high-quality data from over 130,000 students and more than 60,000 teachers. Key findings from this report include:
- On average, almost 50% of eighth-grade students reached at least CIL proficiency Level 2, the level at which students demonstrate an understanding of computer use basics. Students who do not reach a CIL proficiency level of 2 exhibit little more than rudimentary CIL skills.
- No countries that participated in both ICILS 2013 and ICILS 2023 experienced an increase in CIL achievement from one cycle to the next.
- The digital divide remains a major factor in both CIL and CT achievement. Achievement levels are consistently higher, on average, for students from higher socioeconomic backgrounds, for students who speak the language of the test at home, and for students from families without an immigrant background.
- Students report learning about internet-related topics more frequently outside of school than in school.
- School principals have a complex perspective on the possible threats and benefits of generative AI tools for students.

International Database:
The ICILS 2023 IDB (International Database) will be available with relevant process data in SPSS, SAS, and R on Thursday, 06 March 2025. The release of the IDB will be accompanied by the ICILS 2023 User Guide.
ICILS 2023 was the third cycle of the ICILS since the study began in 2013. The next cycle, ICILS 2028, is open for enrollment.
